If I click pay for this purchase right away, does the money come out from my paypal balance or bank balance. I am trying to get it out of my paypal balance.

Pay after delivery is a scheduled payment so it can only come from your bank account.

 

If you want to use funds in your paypal balance then turn off PAD.
