New Business (Partnership). No Company Number, Not VAT Registered. Need Paypal Limits removed

Hi

We are trying to set up our card reader to accept payments for our new business.

There are limits on the account that will inhibit us.

We are not vat registered and do not have a company number yet as it is too early.

How can we complete the set up and have these limits removed?

It is also asking for a proof of business registration?? What would that be?
