How long will PayPal hold my funds for and why is this a thing? I need this money!

I sold something on eBay over a week ago now, sent it the same day and confirmed delivery, and they still have my funds on pending! How long is this going to take?

If you sent trackable then funds normally released x3 days post delivery to the buyer.

If you didn't 21 days.
