Error adding a bank account to my Paypal.

Hello , i've been trying to contact Paypal support via email for more than 1 week already and they haven't answered to ANY of my emails. I am from Greece and i am trying to add my Bank account but i get an error message saying that it's disabled.

I tried adding my second bank account and i got the same exactly error!

I am really desperate because i cannot fix this and Paypal support is not responding , can you please help me out?
