I have held a PayPal UK account since 2002 but I have recently moved to Australia. The system will not allow me to change my primary billing address to that of my Australian address even though the card I'm using is a Barclay's Visa Debit which is registered to Australian address.
Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
Advice is voluntary. Kudos / Solution appreciated.
