Cannot close account down

Hello! I have been trying to close down my old paypal account for months now. Everytime I get the following:

Sorry, there's a problem. Please try again later.

Please - my goodness - someone help!

Were you a seller at some point??

Only as buyers can open disputes for up to 180 days then paypal often stop you closing it until after that.

Failing that you need to ask customer services.
