Cannot add bank account to paypal

Recently, I've deleted my paypal account due to suspicious activity and in fear I would get hacked.

I've wanted to create a new account with a stronger password etc but I can't seem to add my bank account.

This is quite annoying since this is the only account I have.

is there a way to add my bank account?

Why did you not just change your password on your old account to a stronger one?

Also did you 'remove' the bank account and any cards from your old account before you closed it?
