Adding bank sayings it's disabled

I'm trying add my checking account to my PayPal and it's saying my bank account is disabled.

Have you added and removed it again before?

I've tried adding it once before but it never sent the two small payments. So I unlinked it. Also I realized it just switched me from USA to UK help forum.

Doesn't matter the answer is the same.

To re-add it once you have removed it you need to contact customer services and they will re-set it for you.

I tired calling but it says I have a one time code. I don't have a not time code!
