Adding an email address-technical error

For over 1 month now I have been unable to add an other email address to my paypal account.  "Technical error-please try again in a few hours". When are they going to fix this technical error? -it's a complete joke! Contact us is a complete joke too-a useless automated phone service and an automated email reply-none of which deal with the problem!

Anyone in the same situation have any answers????
