Adding a bank account

I have been trying to add a bank account for a few days, but keep getting a message saying:

 

We're sorry, we're not able to process your request.  Please try again later.

 

Any ideas when or how this can be resolved?

Just added new debit card as old one expires end of month but PayPal won't delete old one I thought this maybe because existing card does not expire till end of month but the new card is okay for use immediately so don't understand why I can't delete

 After various Facebook chats and then a telephone call to PayPal they advise that there is a technical issue which is preventing me from adding a second bank account.
