Adding Debit Card to new account

I had an existing Paypal account.

But I wanted to change my Primary email address - it wouldn't let me edit or delete it.

So I created a new Paypal account.

I tried to add my Debit Card (its a new card - not used on previous Paypal account but its the same bank).

My new Paypal account will not accept it.

So to be sure I log back into my old Paypal account, remove any card/bank details.

But still the new Paypal account will not accept it.

I'm guess its probably locked out now, what is the usual procedure here?
