Required to add bank account even though I haven't reached my sending limit.

I opened my account yesterday using a pre paid credit card specificaly to pay for three items I had bought on eBay.

I was able to pay for two items but when I try to pay for the third I get a message saying I have to verify my account by adding a bank account.

My pre paid credit card has sufficient funds on it and I have not reached my monthly spending limit.

My monthly limit on pay pal is $700 and I have only sent just under $100 so far.
