what happens after a fraud investigation is complete?

when fraud is reported and PayPal does their investigation, and they conclude that there was no fraud, what happens to the money that was taken from the person who is alleged to have committed the fraud? is it returned?

I think that would depend on many factors of which only paypal customer services would know the answer.
