I keep getting emails addressed to a person with my last name. I don't use the address for Paypal, but it is unnerving that a person with no access to my email was able to set up the account. I attempted to change the password, but the access is linked to a phone instead of email. I later attempted to add the email to my account, but I got a message stating that it is already active. I don't see anything suspicious in my inbox. I have no way to contact the person because they are using my email. How do I resolve this?
