Help Purchasing Items in another Country (Turkey)

Please can you help me.

I am in Turkey just now on a holiday for one month.

I need to use my paypal account to pay for various transactions.  What do I need to do to be able to use my account?

Any purchase I try to make is not working even on ebay.

i have tried to phone paypal on the helpline but I am not getting through.

Please can someone help me as soon as possible as I need to purchase something urgently.
