Can't Verify My Account (with correct answers)

Hey, something which has been bugging me is I CAN'T verify my account at all, I put in all the right answers and it will tell me that it's wrong, and I know that it is correct.

 

Another thing is I can't send money and at times it won't let me pay and say something among the lines of 'Sorry, you are unable to pay at this moment, please try again later' and this happens ALL the time, making it hard to do anything. Please someone help me.
