My ebay account is not linking to my paypal and I cannot pay for orders. And the error codes is 70360 with paypal.

I log on ebay and I was purchase a item and click on "buy it now" and then it won't take it and I end up got error code: 70360

It keeps happening to me as well. I get no answer from either ebay or paypal

I dont know what to do to get my accounts to pay for my items
