Money on Hold

I am a first time pay- pal user. As a result, my money from a recent Ebay transaction was put on a 21 day hold. However, today is the 21st day. It is still on hold. Who do I contact about this/ why is my money not available?

Sometimes depends on time of day the buyer paid, if they did not pay till 10pm then its not released till 10pm.

If not released by tomorrow then give customer services a bell.
