In a dispute with the buyer and seller what happens if the third party is at fault (Ebay.com)

I have a clear cut case where neither the buyer nor the seller is in the wrong.

The fault clearly is the fault of the third party provider (Ebay.com)

So what happens here?

And this is why the entire arbitration process is fraudulent.

Because you have to find in favor of the buyer or seller.

Trick one, PayPal protection covers item not per description and item not received. Also unauthorized account access. Issues with eBay would have to be taken up with that company directly. Not sure PayPal claims would be suitable.

Not Etsy,it is Ebay.

Ebay is just a venue,it holds no inventory for sale,so how is it at fault?,
