I bought an item on March 11 2018 and the payment method I used was an e-check and on my purchase history on PayPal says it failed but yet I recieve an email on March 20, 2018 saying that I my bank had insufficient funds so the funds were debited to my PayPal balance, I never received the item. So what should I do?
