It sounds like there's either an issue with your PayPal account, or a problem on eBay's website. If there's an issue on your PayPal account, you'll be able to see this when you log in. There should be a notice stating there's a problem with the account, otherwise you'll see a notification on the top right. If not, I would advise reaching out to eBay.
