Buyers want a refund, please help

hello all. 

making long story short.
I sold some used items on ebay ,on to return policy.
The buyer demand a return, generally speaking he try to scam me.
offered to settle if he gets all items for 30% of their value etc.
ebay step in end close the case on seller favor (me)
paypal unblock money on my paypal account.
story ends

however buyer ask now paypal for money refound, should i worried ?

what  is refound?

if he opens a case with Paypal,and win,Paypal will ask him to return the items for a full refund
