Does that mean my account is limited when I can't login to my PayPal Account to purchase my item I keep getting. "SERVER ERROR PLEASE TRY LATER OR LOG OUT AND BACK IN IF PROBLEM PERSIST CONTACT *****"

No, that sounds like a problem with PayPal's server or more likely with local browser cache/cookies. I would use a different browser to see if you can get in that way. If so, then clear the cache/cookies in your other browser and that should resolve the issue.
