My mom used her debit card to purchase something off of ebay, and the seller hasnt shipped the item. Ebay told me to get to the resolution center by 2/20, So today I went, and they told me that I had used paypal as a guest, so I needed to go through their resolution center. however, I was unable to start a dispute, or find anything even related to use paypal as a guest. Does anyone know how to help?
