My account is limited and I cannot do anything at the moment. I get the :

At PayPal, we value a safe community for our customers to do business. We noticed activity on your account that's not in line with our User Agreement, and we can no longer offer you PayPal services.
Any bank account or credit card details linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we'll send you an email with instructions on how to transfer your money.

There are only a few transactions on the account in the last month which could potentially be an issue. Thoughts:
They no longer want your business ...end of really I'm afraid.
I really doubt that somehow, I've been ebaying and churning them fees for 10+ years now. Nothing I've done violates the T&C so there must be some sort of mistake.
I recently verified my ID, maybe something happened there.
