paypal compliance loop

Hi,

I'm finding myself in a strange loopback condition where Paypal believes my account needs a utility bill to be compliant but the website has already accepted my utility bill upload and won't let me upload another one.

 

All requests to support get redirected to the same broken auto-response and I never get any human help with my problem. Is there any way out of this? I'm considering signing up for a new account but I think that might make things worse.

Quickest way to sort things is to just phone them.
