i linked a pre paid net spend card and thought i could transfer my pay pal money onto my card, can I????

That transfer option I believe is for debit cards that are linked to a checking account at a bank.

You might want to check out the PayPal Cash debit card. You would get free withdrawals of your PayPal balance at some atm machines and there are no monthly fees with this card.
