forgot the password - two steps verification process

Im writing in relation to my friends account, he has the mail of paypal but his mobile number is out of his range, but paypal requires two step verification process, and the code is being sent to the number he doesnt own anymore. How can we loggin to his account?

Make a phone call to PayPal support, go through the identification process, and then fix the account with a good phone number.
