hello i tried to use my bank account for paypal europe but it says you cant link your bank account at the moment. i haven't linked it to an other account so far i know. my bank account is settled in the netherlands in Europe
Paypal is country specific so you have to open a paypal account in the country where you reside and add an address / phone number / and bank accounts from within that country.
The only exception is U.S ex-pats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).
