Verification issues and account settings.

Hello, I am having issues with using my phone number as verification to Link a Bank. On My Paypal account, I already linked and confirmed a mobile phone number as my primary phone. But when I try to "Link a Bank" and enter in the bank information and it asks me to confirm by a text, It will not list my primary phone as an option for verification as it has done in the past. And when I enter in a new phone as one of the options it lists, it will always claim that it is not registered in my name when it is my phone. What should I do?
