Trouble linking my bank account. Miscommunication between bank and Paypal?

After several attempts at connecting my bank account to my Paypal account, I haven't been successful. The automatic connect feature doesn't seem to work, so I've had to attempt the manual "two small deposits" method. Even after waiting the two to three days (and then some) for the transaction to appear on my statement, it never does.
After contacting support, I've confirmed that:
- Paypal sent the money.
- My bank did not recieve the money.
I've checked and re-entered my routing number, etc several times, each time making sure that I put in the right number, so that doesn't seem to be the problem either. If anyone can think of something I'm missing on my end, you'd be a great help.
