Transfer out of my PayPal account and onto my Debit card?

Why can't I transfer the funds available out of my PayPal account and onto my Debit card (checking account)??? Please help!

For the first time I am getting a message that says unable to process request when trying to transfer from Paypal bal to avvount. Why???

I haven't been able to transfer money for 3 days, and none of my recent ebay payments are showing up in my paypal account (although ebay shows them as "paid").  What's going on PayPal?
