The User Agreement states that money can be transferred to "an eligible debit card linked to your PayPal account..." What makes a debit card "eligible"?Right now I can't acess any money in my account...
you can ask Paypal to send you a bank check or if you have a business debit card from Paypal,you can withdraw from ATM or go shopping with it,it goes after your Paypal fund backed by bank fund
