Transfer funds from Paypal to CitiBank Debit Card

Hello everyone, 
Since it's been past one week since I asked help to Paypal and still waiting for an answer, I thought that maybe somebody here could help. 

I have an italian Paypal account and I'm not living in the United States, where I have a citibank account (debit card). 

I menaged to link both the cards to my Paypal account, but I have no idea how I can transfer money from Paypal to Citibank. 

When I go to my Wallet, it says that I have 0,00 EUR (my paypal is in euros), even though both of the cards are linked (and confirmed) and I have funds in both of them. 

Maybe I am doing something wrong?

Trying to get the facts correct:

You live in Italy

You PayPal account is to your Italian address.

Your Citibank credit card account is in the U. S. What mailing address is used for your U. S. Citibank credit card?

In U. S. you can't transfer funds to a credit card--only to a bank account.  I don't know about Italy or using a U. S. card.
