Problem with winthdraw money to card

Hello. I can not withdraw funds to my card (KazKom). When I try to get the message "Sorry, we are not able to process your request. Please try again later.". I called the call center of my bank and I was told that the card is active and ready to receive funds.  P.S. I from Kazakhstan

Have you tried contacting PayPal? You can do that by phone at https://www.paypal.com/selfhelp/contact/call or by email at https://www.paypal.com/selfhelp/contact/email. As far as I know, for those who live in the U.S., PayPal only accepts Visa, MasterCard, American Express, and Discover. Since you're from Kazakhstan, it might be different for you in terms of what cards PayPal accepts.
