Paypal sent notification to FB Messenger when I unchecked it

I just made a payment with Paypal. It offered an option to send a notification to FB Messenger, which I do not want. There was a box. I unchecked it. The notification went there anyway. I went to my settings, and they were also set to send notifications to FB Messenger even though I never set that. This is apparently a new "feature," and it obviously was not coded correctly. This is unacceptable behavior, especially in a financial website.

I forgot to mention that I tried to use the Contact Us section on Paypal. After I logged in, I could not get there.
