PayPal extending service to Ghana, West Africa

please I just got a business idea that I want to do a startup company to my country, Ghana in West Africa, Now, I just saw that Paypal doesn't do business in Ghana, West Africa.

What would it take for Paypal to establish business with the country Ghana and accept their currency so I can get my business started?
