Many PayPal users end up faxing or e-mailing with PayPal as a way of providing information for verifications or changes to their account. My experience (after slogging through e-mails and phone calls) was to make certain that my problem was showing up in the Resolution Center (under the Tools tab). Yes, the Resolution Center is not a user friendly page nor is very intuitive. BUT, if you look at the bottom of the page, you'll see a section where any issues you have with PayPal should be listed. If yours is not, call and get it listed. If your issue IS listed, use this buttons to upload your files to PayPal. You'll find that solutions come very quickly when you use this method.
