So it says my number is not registered to me because it is registered in my mom's name, my old phone number worked and it was registered to my mom too, and im trying to remove the 21-day waiting period Please help.

What ever info you use to setup a PayPal account for yourself "must" registered in your name.   If your bank account, credit card and/or utility bills are registered in your name then setting up a PayPal account is EASY.    (Best adivce, ensure everything is registered in your name.)

well, my phone is in my mom's name, and I'm not about to go buy another contract just for it to be in my name.
