My Account got limited

Dear Paypal team,  we have flower marketplace startup called Buket.al. Our Small Business runs since 2017 January. 0 claims all costumers are happy. We started receive money by using Paypal business. Today i received an email that my account got limited! No reason, i never got claim. All purchases successfully delivered to costumer address. It is 2nd time i am receiving it. Before PayPal closed my account without any reason. I never did any scam and etc. We are just Startup company. Now 400+$ waits 180 days. Nobody thinks about our Startup. How i will pay to pay florist this money? Looks like that rule fired my Startup. Thanks for helping. I can provide any documents what u need. Please reopen it or help me to withdraw amount.
