Link to API Certificate Page doesn't work

The link from the Business Profile  > Settings > My Selling Tools > API Certificate > NVP/SOAP API certificate - to get the certificate - doesn't work. It reports failedBecause=expired.

I'm having troubles with the site fully loading web pages. I've had to reload My Selling Tools several times just to get it to appear. My ad blocker is disabled fully on PayPal. Are there problems with the website?

I've logged in and out to test if the session timed out. I've reproduced this on another computer.

Is there an alternative way to get the PayPal API certificate?

The issue was with Firefox. It worked with Chrome - FINALLY.

PayPal, please ensure your website meets web standards for all browsers. I'm using the latest update of Firefox. thank you.
