Limited PayPal Account Help

Alright so I joined PayPal about 2 years ago in 2016 but never completely submitted all of my info, a year later I needed to use my account but didn't have access to it so I submitted the rest of my information. Nothing changed. I have reached out to PayPal support for months now with no response. I haven't been able to use my account at all and it won't even let me close this account and open a new one under my SSN. On clicking the resolution center all I get is a message that says "You cant use PayPal anymore" with no further information as to why. There is a reference ID but I could find anything about it. (PP-005-421-172-673) Slowly getting more and more annoyed that I'm being ignored completely by PayPal support. I have been polite. I have not used my account at all so there is no chance that I have "violated the terms". Can I please get someone human to help me out.
