I'm not a seller and my account is permanently limited

"Why is my account access limited?

Your account access has been limited for the following reason(s):

 

  • Mar 29, 2018: When you signed up for your PayPal account, you agreed to our User Agreement and Acceptable Use Policy. Because some of your recent transactions violated this policy, we've had to permanently limit your account. 

    Please remove any references to PayPal from your website."

 

I don't sell things with paypal. I mostly buy things using paypal. I do send money via friends and family but the most recent thing I bought before the limit was headphones that were on sale. I do have an invoice pending from another paypal user since FEB but I'm not able to remove it. I called paypal and talked to the supervisor and asked him, "Can you tell me why my account was limited and what transaction caused this?" The reply I got was, "We can't give you that information on why your account was limited but at this time we decided to permanently limit your account. Also emailed <removed> and just got an automated message saying I got limited.
