I already confirmed gcash card with 4 digit code. Gcash already appears on my list of pre-approved payment plans. I have visited Globe store 5 times already to check my credentials and there was no problem at all. I still can't link PayPal and Gcash. I keep getting emails from PayPal that my pre-approved payment plan has been canceled. Im using Android version Marshmallow 6 so I don't think it's my phone. I also tried linking using another phone but it didn't work as well. I hope this issue will be solved. I couldn't ask my other clients to send payments to PayPal because I am afraid I would not be able to withdraw the the funds. I have been having this problem since December 2017.
I also have the same problem. It will prompt, "Card is not accepted, use another card" then after a few hours I tried again, it prompted, "We’re sorry, something went wrong. Please try again."
