Please read the User Agreement - the opening section should answer your question.
Some additional thoughts - when you setup a PayPal Account, you have agreed to the terms of the User Agreement which in turn then becomes a legal contract between you and PayPal.
In general, the “legal” contract age is the state’s age of majority. The age of majority is the age when a person is considered an adult. For most states, this is 18 years of age. The age of majority may vary according to state laws, however. For example, in Alabama, the age of majority is 19 years old. The type of contract may also affect the legal contract age. Car rentals, for example, usually require the renter to be at least 21 years old. Note there are exceptions. Even if a person has reached the age of majority, a contract may not be legally binding. Age is only one factor. I f a person is not competent to contract – because of mental illness or impairment – it does not matter whether that person has reached the age of majority or not. Contracts also require mutual assent between each party.
