Help credit card not accepted

Hello paypal community.

I did put my credit card (Visa) and paypal did not accepted (For some reason) i don't know what it is but they charged me 1$ although they didn't accept it So i tried again 5 minutes later but they did not accept my credit card and they charged me a 1$ again.

What should i do to make my credit card accepted ?

It looks like Paypal is having problem with your credit card.

who issued the card?

The issued bank is Alinma bank

My brother is using the same bank and he his using his card in paypal without any problems (we have the same type of credit card)
