Forced conversion to my national currency! Outrageously!(((

Hello,
I've recently added a new VISA card to my account. Unlike my former card that was in my local currency, Ukrainian hryvnya, my new card is in USD. However, when I try to send a payment in USD, PayPal automatically makes currency conversion into my national currency and than back to USD. So I've paid 82,61USD instead of 79USD 😞
I think it is only because I'm from Ukraine so they asume that all my cards are in Ukrainian hryvnya? I've changed every option that could help but nothind had changed, so I don't really know what else I can do. I feel cheated(((((
