Finally got my paypal account back, is there anyway to get money out of it?

Hello.

Basically few years ago my email got hijacked... i forgot that i even owned paypal at that point.I'm from Latvia so i don't use Paypal or Ebay services so often. Requested my paypal password, and now my paypal is limited. All i wanted you guys to ask is it possible to get money out of that paypal... it's not a big ammont but still.
