Error message when I try to transfer money from my bank account to my PayPal

I'm trying to transfer money from my savings account to my PayPal, but after I put in the amount and click add, I get an error.

The error reads "There's a problem with adding money to your account." 

Has anybody else had this problem and fixed it?
