Disputes and Being Banned

Hello Community,

 

I accidentally disputed a payment (for an eBay purchase) I should not have disputed. After toiling over the website, I finally was able to cancel my dispute so the seller would get his money. My silly mistake was not his fault. I thought this was over.

 

Two days later I get a message saying I can no longer use PayPal, with a strange message about how users must follow the terms and conditions to create a safe environment. I don't know what I did wrong. Mistakes happen and I did my best to solve it. 

 

I am an American who lives abroad. I tried to call thrice via Skype to Customer Service to understand WHY this is happening, but every time they say an agent will come on, they just terminated the call. How can I figure out what is going on? How can I use eBay if PayPal won't even tell me what their problem is with me? What did I do?
